With the passage of HB 2473, we are very likely to see a surge in blood samples and testing in driving under the influence cases. Police officers will now also become phlebotomists and as defense attorneys, we need to be ready to combat the science that will come along with these developments. The spring OCDLA conference is designed to help practitioners become more comfortable with and better equipped to attack government evidence in these cases. The conference will focus on the science of blood and urine testing, litigation and strategy, legal arguments, discovery, and recent caselaw developments. No-show policy: Written materials are emailed in advance to all participants. Access to a conference recording will be made available to OCDLA members only; nonmembers who do not attend are ineligible to receive audio recordings or a refund.

This lecture covers some basics of headspace—gas chromatography—flame ionization detection and its use for determining blood alcohol concentration. Dr. Schug discusses method validation and quality control, especially under the consideration that blood is a much more complex sample complex than water. He also discusses common issues encountered in forensic toxicology laboratories during the analytical phase of blood alcohol testing.

10:30 – Blood Drug Analysis Using Gas Chromatography-Mass Spectrometry (GC-MS) and Liquid Chromatography-Mass Spectrometry (LC-MS)

This lecture focuses on analytical techniques used to measure drugs in blood. Dr. Schug discusses different sample preparation techniques used to prepare blood samples for subsequent trace analysis using gas chromatography-mass spectrometry (GC-MS) or liquid chromatography-mass spectrometry (LC-MS). Blood drug testing generally starts with a qualitative screening analysis to check for the presence of a wide range of potential substances. If there is a positive hit for a drug, then a quantitative confirmation analysis is performed. Different GC-MS and LC-MS instruments are used by forensic testing laboratories, and this talk will discuss the potential choices and differences in instrumentation used for screening and confirmation analysis.
