Learn about the FSAP bill (HB 2555) that passed in the 2025 session. The bill replaces the Family Sentencing Alternative Pilot Program with a permanent Family Sentencing Alternative Program, a probation program for defendants who are eligible to receive a downward dispositional departure from a presumptive sentence of at least one year and who have a child. Hear from the primary proponent of the bill, Partnership for Safety and Justice, and their partners at the Oregon Department of Corrections (ODOC).

Babak Zolfaghari-Azar, Partnership for Safety and Justice (PSJ)
Babak is a first-generation Iranian American who grew up in Beaverton, Oregon. After graduating from Portland State University with a master’s degree in criminology, he spent a decade dedicated to serving youth and families in the community, treatment centers, and correctional facilities. His lived experience with the criminal justice system drives his passion for justice, equity, and healing. Policy reform and community education, especially as it relates to Measure 11 and youth justice, are major areas of focus for Babak. Outside of social activism, Babak coaches high school basketball, travels the world with his wife, and is raising their toddler son, infant daughter and two fur baby poodles.

Brooke Vice, Community Corrections Administrator, Department of Corrections
Brooke Vice, MSW, has more than 25 years of combined experience in community supervision across Colorado and Oregon. Brooke began her career in the medical field before transitioning to residential treatment and probation work in Colorado. After moving to Oregon, Brooke served as a probation and parole officer and advanced into management, overseeing Justice Reinvestment programs including the Family Sentencing Alternative Program, Adult Recovery Court, Veterans Court, and Mental Health Court. She currently serves as Oregon’s Community Corrections Administrator for the Department of Corrections and is deeply committed to supporting justice-involved individuals and their families.
 
Mark Patterson, Deputy Compact Administrator, Department of Corrections
Mark Patterson serves as the Deputy Compact Administrator for the Oregon Department of Corrections. In this role, Mark oversees Compact operations across Oregon’s 36 counties and provides strategic leadership for the Department’s Earned Discharge, Family Sentencing Alternative Program, and Non-Prison Leave programs to include Short-Term Transitional Leave, and the Alternative Incarceration Program. With more than 11 years in this position, Mark brings a wealth of experience and a strong commitment to effective community supervision practices and both national and statewide program administration.
